After looking at these things each time I passed by, I decided to chat with their tamer and see what they were for. If you don't have the faction, the tamer will not talk to you. So, after doing the progression quests with Capt Zheren and numerous turn-ins of "Insignia of the Elite" with Armorer Arkin, I was able to chat with the tamer and found out that I was able to use these drakes to go to the following locations:
1) Green Legion Encampment in Sunderock
2) Gray Legion Encampment in Direwind
3) Black Legion Encampment in Direwind - Don't get your hopes up of not having to acquire the Ashengate Seal to get past the gate guards. Using these drakes will port you to safe spot within view of the gate guards to Ashengate.

All in all, this is a great time saver for transit from SR to DW, especially if you are going to AG.
