Spawn time for him is an hour. Almost always drops the belt, staff is fairly rare. He won't aggro if you're at the top of the stairs clearing Karmak's room, unless you sit down to med and then that brings him.
Spawned for me at loc -450, 500, 25 in a corridor.

This mob pops faster than 2 hrs is more like 45 min got 2 of the belts inside of an hour

ran up on this mob on accendent. Dropped the staff the first time. Quite a pleasent surprise.

Ok me and my gf was 2boxing and killed this guy with my Druid and her 52 Enchanter we waited after a monk friend of her's killed him we think he did....it took us 30 mins to an hour to see him spawn so if he killed the guy first i would safly say it takes him 2 hours to Spawn at the steps. FYI the Belt has droped both times..so it seems more common then the Staff.

how long is the spawn time for this guy?
I was lucky enough to stumble on 'Bloodgill Shaman's Effigy' doll on a merchant in Ak'anon. I purchased it for just about 500p and can re-sell it to him for 476p. Not bad.
Stats on the doll are:

Found Gamus this morning, on the steps between the Chamption and Lord Sassil rooms. Wasn't expecting him in here (had just slaughtered all the bloodgills at zone-in trying to get him to pop). Dropped the Shaman's Staff, which my cleric will appreciate.

Dropped him today with a 52 druid, he breaks root a lot but doesn't seem to have much more hp than the Bloodgill warrior's.
