Probably shouldn't be ruining this for those that wanted to find the new stuff on their own but this is one of the new "hotzone" monsters that was added. You can find him in the room with 2 monsters in it just before the hallway that leads to the sad slave camp. He spawns as a third monster in the room with no ph and is on a timer of maybe an hour and a half. Dark blue to a level 70 and isn't much different than a regular hand in strength. Drops some druid/monk/beast arms that I can't remember the name of as his common and he drops Hammer of the Forgotten City as his rare with the following stats:
1h blunt, 18 delay, 10 damage
Icicle Strike which is a 75 damage proc
5 str 5 sta 5 cha
50 hp, 45 mana, 45 endurance
recommended 55, required 50

All races
