PH for commander is a Tro Jeg Shaman. It shares a PH with Adversary, Aggressor, Assailant, Captor, Commander, Hertic and Hooligan. Just kill all Tro Jeg Shaman's in zone and you will end up with 2 left sooner or later. These 2 are the PH's for these mobs. Kill and wait.
