I don't think he spawns anymore. Seen 15+ PH cycles and nothing (Mangler).

are the an imprisoned enemy the PHs for the General/Hero? j/w cause i have been killing the imprisoned enemy mobs for the past 7 days for 4-5 hours at a time and still haven't gotten either the General or Hero to spawn.
The middle one on the right as you enter is the Hero ph. The last one on the right as you turn left is the General ph. Both rare, Hero seems MUCH rarer then the general. Steelward Stone is General's common drop, Worn fragment the rare. Also both the general and the hero are level 75.

From what I've seen this mob only appears in two cells.... the middle one of the set on the right as you enter the jail and the last one on the right as you turn left and head down toward the back of the jail. Make sure you're clearing the right Phers...
