Found Frostblind up today pathing about the Entrance to the Yar'lir Instance. Has the appearance of the Frost whirlwinds so I never noticed it at first. Will assume that any whirlwind is a PH for him. Was easy to single as it pathed across the river to the east of the Instanced zone entry.
Max hit on a 70 Druid with 1586AC was 338dmg, mind you I just did the root/snare and dot technique with Nukes for flavoring.So no summons, enrages at 10% btw.
Dropped a pair of Washed out Leggings. Stats are listed below in a earlier post by Sethar the Vile

Known to spawn as a roamer with a stop at 695, 855, 24 (northwestern part of the zone).
Location for "broodlands.txt" map file:
- P -854.7064, -692.5222, 24.3241, 127, 0, 0, 1, Frostblind_(roam)
Frostblind hits for a max ~375; flurries; does NOT summon; is partially slowable; and casts a dispell.

this guy's dispell is VERY annoying, but he only casts it on his target, not on himself. not an actual caster. Don't have to be in melee range for dispell.

I also got the helm from this guy. He procs or casts a dispell and is partialy slowable. He furried and there was no enrages.

Mob does not summon, does have a medium range dispell. Washed out legging stats are:
18ac 5dex 5stam 6wis 7agi 45hp 40mana 40end +5 to disease, fire, magic & poison.
Rec lvl 45 weight 1.0 Druid Monk Beast only
And of course, lore.
