trash mobs are 3 TIMES harder than he is, this mob is gimp so bad its not funny, just worry about trash mobs

I think the spawn is triggered as you get close to the fountain, fought him with the guild. It doesnt hit really hard but it has a ton of hp. Definitely one-groupable with a solid tank and good dps/healer.

Anybody know where this mob spawns? Suppose to be spawning at a fountain for Qvic backflag quest. Any info would be appreciated.
