I do not know/recall about the NPC, but there are NPC scattered about the world who give this response if you are not yet ready for the correct spot in the LDoN tasks. If you are ready, they advance you to improve your Stone.
All across old zones are NPCs that say "I can't talk right now, I'm waiting for someone very important to arrive." There's several to each zone, all races, everywhere... but for years, they've been useless except for a few connected to epics.
I think Allah just has to tag it as something like how they tag stuff as "forage" but its not really. Just a label to hold the place for the item

Considering his dialog ("I'm waiting for someone very important to arrive") it's probably some low level quests.

He is on the ramp to Highhold Keep from East Karanas. In the 3rd tower (or the tower of the switch back).
