Cons at would take an army to defeat.. hit my 80 berserk for up to 2600 and down to 400.
I got Xounii's Journal Page 1. It quaded me in one round for a combined total of 2500. Max hit was 2400. Relatively low hitpoints for a mob that /cons as a raid mob (might want to update the data base to reflect this). And I solo'd it with the help of most of my buttons.

i've seen it be anywhere from level 68 to level 70 myself. Haven't seen a yellow con at 70 yet but thats not to say it doesn't exist.
