Added, thanks! Also uploaded a screenshot and added faction hits, only missing Trakanon since I'm already at lowest faction.
Spawns in the west wing of the upper part of Old Sebilis (past the Jail area with the iksar necromancers in it). /loc was -742, 659, -66. The placeholder stands behind the little bar that is in the room (as does the bartender)so its an easy one to recognize.

Yes, in the bar. Also drops Myrlokar Vambraces and Darkscale Greaves.
