I spawned him twice in this room. Both times he appeared in the closet with three rats. /Loc was 1006, 431, -607. Then I read the other posts. I'll give that a try.

From what I can tell, the room is +900, +700, -590. This room has 12 spawns and seems to an important room that nothing else I know of pops there.
The Drunken Buccaneer spawns in one of the two closets in this larger room. Quartermaster Fisan spawns in the other closet in this room.
whats location of this room ?

Spawns every 26 kills in that room. 12 mobs in the room. does not matter which you kill, 26 is the trigger.

Forgot to mention that allowing the room to fully repop resets the counter to zero.

Actually doesn't reset when room is fully repopped. Got him a few times after 2 kills, so someone obviously cleared it twice before me. 26 kills however, is dead on.
Finally got the reserve after about a year of random camping...definitely not a very well thought quest by sony, I still have yet to get the map, maybe next year I will get that
