EQatlas can say whatever I have hunted here for a long time and have killed him several times I am sure of the LOC hun

His Loc is approx neg 281 neg 1403 this room has quite a few mobs in it but their aggro is very small and even has a druid I could single pull in a small area and not get adds nice little area to hunt in

Actually, the loc is dead on...
He spawns in the lower MoB lvl. area of Droga. I would put his lvl around 50. I could solo him without much trouble as a 60 ranger. The MoBs in his room are around lvl 45-47.
He spawned once after clearing his placeholder about 5 times for me and dropped the Bloody Mantle of Agony.

Where in lower level area?
also drops a range slot usable book as a rare.
