The heart is for a level 60 wiz spell. Ya need four of em, even though they are lore. Got to grab one, run to mermaid, get shard, and rinse repeat.
Level 52 spell Frozen Harpoon to be exact

Nothing dropped of him, kinda disappointed. My guess is he is a placeholder for a named as he seems to be pretty common.
