how do i get a newbie note to start quest

The location of Registrar Bindarah is -372, +133. The closest merchant using the find NPC is Chialle. She sells general supplies. (this isn't saying much because Chialle wanders and may not be in her stall when you use the find NPC) If you are facing Chialle's stall (North) there should be three door over to your left, two of them on the east and one on the north. Registrar Bindarah is behind the north door.

Is there anyway we can start over this annoying quest? I was doing everything fine but then for some reason my acrylia slate dissapears after I turn it in with the stamped note I get from the tax collector. I don't know why it disappeared, checked my inventory and my bags and its not there. I did not turn it in by itself. I have the note from the king but no Slate...

Nevermind, handed in my note to her and she gave me back my slate. Went to my guildmaster and he gave me my cloak and slate back. I am now a offical sharval citizen :)
