Here's my guess:

This faction is infiltrator faction.
The Oseka took this city, killed everyone and put on their clothes.
Then they pretended to be friendly to gather information from adventurers.
If you kill one, they know their cover is blown and instantly become your enemy.

Kill them all!

The sharks all lower this faction. (i.e. a hammerhead shark, a great white shark, etc.)

Just killed a Sarith Guardsman veteran in Sarith and had -2000 faction message for Devout of Oseka, hope i don't ever need this faction!
