This spell is now useable at level 4. Just started a new wizzy last night and was using it in Freeport newbie area.

There's no way this spell is useable at level 4. Maybe you was confusing this spell with the level 4 Fade spell.

Indeed, it can be done! Using the 'Fabled Boots of Shadow Walking' or 'Boots of Shadow Walking' on a warrior will get you through the first door in the temple in Old Sebilis. It took several tries but it did work!
What a good question ... I know it can teleport you through some walls. Those are the walls that even if it blocks your line of sight you can still cast at a mob and not get "You cannot see your target". I'm assuming that if you can cast at a mob through a door (From my experiences you can cast through any door as long as you have a target) that you can shadow step though the door. I'm going to test this out actually.
Randomly teleports you up to 500 feet of your current position. Use when rooted or when you need to run. Low mana cost.

To start off, I have no idea how the mechanics of this spell work.
With that in mind, I have noticed a trend.
It seems the larger the zone, the farther I am potentially teleported.
Conversely, the smaller the zone, the closer I am potentially teleported.
Try Shadow Stepping in The Ocean of Tears and you will witness what I mean.
