This task begins when you loot a Silverwing Band from Nobles' Causeway.

i also forgot the name of it, however once i log in i can update this post as i have looted 3 of them on alts--- they are rather rare, camping HoH for 7+ hours for 5 days only seen 4 total of them drop.. the initial one that was linked to me and the 3 i looted. like i said though probably 98% of them have rotted due to invis icon bug:(
also to confirm.. it is 10AC , 30hp, and 50 mana

The hotzone quests seem to be tiered. You get a quest item drop in zoneA, and the accompanying shard to power it up in the next zone up in difficulty. This will encourage folks to hit a range of hotzones as a result instead of just one (or at least I assume that's the idea).
The problem is that the final reward from the level 60 quest appears as a regular drop in HoH. And in fact, it's vastly more likely to drop then the glowing shard. The first day I was there with a group and we had about 6 melee rings and one caster ring drop. In that whole time only two glowing shards dropped (and no-one knew what they were for). That kinda makes doing the quest silly.
As a total side note, they seriously need to up the HPs on the melee variant. While the AC and stats are nice, pretty much no melee high enough level to zone into HoH is going to want to equip a sub-100 hp ring. Now the casters were going gaga over the caster ring, so go figure!
I think that the possibility is that the drop in NC is supposed to become a higher version earring when powered, and the ring that drops in HoH is supposed to become more powerful when powered by something else (not sure what though). Kinda makes no sense that an earring becomes a ring. Following the pattern of the other zones, the HoH rings should combine to become something else rather then being the final reward for the NC quest.
Also, this may not be the correct spot to post this, but apparently there is an aug that drops here, but they fubared the icon. It's invisible. You have to hold alt to see the name (which I stupidly forgot to write down). Assuming the guy who linked it in HoH last night wasn't just making things up, it's a 10AC, 30HP, 50Mana aug. Either that or he just linked some other less known aug and made the whole thing up. ;)
