Random mob? Everyone looted it, but nobady says who they got it from :-p

I looted the belt from Droga, then right-clicked it to start the task. However, it was late and I didn't hail the guy in Crescent Reach right away. I ended up in Noble's Causeway the next night where I eventually looted a Scintillating Shard, then at the end of that night I went back to CR to hail the guy. He gave me the box and a task update, but I didn't get the next update for already having the shard from NC. I was able to do the combine and get the finished belt.

Since I would've had to start the quest over again by going back to Droga for another belt, I didn't bother for now. Still, I think it was like 20% AAXP (give or take) for my 65 ranger when he got his, so it's worth doing.

Edit: I uploaded the caster reward (Scintillating Sash of the Silverwing) to Lucy.
