These don't actually give u any CHA. The spell does actually have the effect but because it is instant with no duration you will never see the 1 CHA.

And agree'd that it's simply a placeholder for random effects that don't have a dedicated spell effect.

It seems like this "spell" is shorthand for "run unique item code snippet". Do all of the items with this spell actually increase your CHA when you use them? Or just one? Or is that old info?
