At the well in Sul Vius; Demiplane of Decay where in corosponding Sul Vius: Demiplane of Life that the NPC Grubbonian would be found.
Additionally a level 1 toon cannot be assigned the task because your party's minimum level is too low to obtain the Mirror Fragment of Anashti Sul to even get to the Demplane of Decay.

Pretty sure this is one of the keys for the task "Grubbonion's Locked Tower" that you get flipping between life/decay at the well.

Indeed, it's now listed as a quest item.
