So anyone who looks it up can see quickly, the spell cast is Hasty Bard.
As you will see, this is 50% runspeed, exactly the same as run 5. That makes this effectively worse than SoW by 5%.

Don't waste your station cash on this. My toon has runspeed 5 and this item made no difference. It's probably like spirit of wolf, not anything like selo's.
