Also available in shadowhaven at merchant Narmase Fletcher (interestingly enough Fletcher is his last name rather than having (fletcher) after his name) at loc 246, 1195 in the large room with portal to dru rng bst GM area directly east of Nexus port in.

I'm not sure where I picked mine up at, it was so long ago. What I do remember though is that there was a rather useful shop for fletchers located in FV - it's worth the trip going there even if they don't have this particular item as they do have quite a bit to help you out there.

You can buy a Planing Tool from a merchant outside the Trueshot Bows shop in Kelethin. The loc is -415 -522. This is at platform number 24 on the map of Kelethin in EQ Atlas.
