Wizards have many types of damage spells. To begin with we have fast, massive, and hard-to-resist spells for each of fire, ice, and magic. That explains part of why we have so many spells in near level like that.
I'm curious, how come there's like 80,000 different DD nukes for wizards at 60? Most of the time it's not even really an upgrade, like there's another DD ice spell at THIS spell level that costs more mana and does less damage. Why?!
This particular Spell while doing fairly low damage is extremely efficient is the most effienct spell line we get doing 6.61 damage/mana i mean've got to love a 1.3k nuke for only 200 mana. it's only slight downfall is the 5 sec casting time, but unlike the frozen spear line it doesnt have a long recast time.

Actually... resists, casting time, ratio. These can all be different.. our most efficient nukes at level 60 (Ice Spear of Solist and Ancient: Destruction of Ice) have VERY long recast timers. So you have to wait before you can cast again, reducing DPS. Use one with a faster recast to get the nukes out faster, and you pay for it with a higher Mana cost.
The HUGE nukes have long cast times. On the order of 8 seconds unfocused. So, another choice.. faster, smaller nukes, or take the time to cast a big one?. These are the options provided by the vast numbers of nukes granted to wizards.

Ahhh, so there is still strategic initiative that must be taken when nuking, that is very cleverly done.

Some spells cost more/about the same mana as some of our previous spells due to resist modifiers on them.

I got mine from the Chieftain in Lavastorm at the Norrath Keepers camp after turning in a "Glowing Stone Fragment" which dropped off stage (tier) 2 boss mob Dervish Emoush. He drops actually 6 of them.
