Correct... hailing and following along does not make an easy way to find the key phrase.
You can pre-loot the Vule Eye.
Make sure you have a full group of people who need the reward item (for the Monocle), as everyone in the group will get one.
They do not have to be in the same zone.

... because the monocle is the key piece for Demi-plane... not really meant to have great stats.
Yet still the question's there, why bother giving it stats at all then?

Totally stupid thing to even care about... its a Key, if it has crap stats, okay then so be it. If it has NO stats.... okay then so be it... who CARES!
