I have gotten as far as the "Figures," part. I noticed that when the Lt. left the archer room, all of the archers joke about him bringing then "an ale." I tried giving them all ale, but to no avail. Dunno if that helps.
guys this bow is just to make the soldiers attack you with bows. it would be boaring if all the archers would come out of their position to hit you with their hands no? so they gave them those crossbow so they could use it to fight the person wanting to kil them. they are not intended to be used by players.
Okay this is what I know... Lt.Ulfur appears to have a quest for a Coldain Crossbow.
Hail, there, Xxxxx. How goes it? Much fairer than I, I'll wager. Me troops can't hit the broad side of a mammoth with their crossbows. Oh, by the way, I'm Lieutenant Ulfur, Commander of the 23rd Coldain crossbow regiment, if ye kin call it a regiment. What regiment? Yes, we assist our troops in military endeavors. Although we're almost more harm than good. All me troops have soldier envy, they want in the middle of the rumble, face ta face with their enemies stompin them into the ground. That's all well and good but a contingent of crossbowmen can be the difference in winning or losing. Do you favor ranged weapons ? Yes. Ahh, well, maybe sometime I'll let ya try out one of our famed crossbows. Maybe even give ye one if ye prove yerself to the Coldain cause. Unfortunately, though, we can spare no crossbows now. Perhaps in the future we will be able to. Why can you spare no crossbows? No one kin fully appreciate the feeling ya get when one of the bolts ye fire split the skull of yur adversaries. It almost absolves yer guilt for taking the life of another bein'. Kind of like Anonymous Killin'.
That is as far as I have gotten with this little guy... however, I believe that this item is part of the hand in for the quest... maybe if you give him the no rent bow he will give you one you can use... I also know that there are no drop no rent bolts these may be related as far as hand ins also.
I have yet to test this out as I am an ally to the coldain and I won't kill one. Maybe one day I will get lucky and run across someone who will let me loot these things so I can give it a shot.
I have spent hours searching for more info on this item and the quest from Lt.Ulfur, so far it appears that nobody has put the Lt. and the No Rent bow together... but I really think I may be on to something here.

Uh.. I seriously doubt that you are supposed to hand in an item that dropped from a mob allied with the quest npc, it's mu assumption that their may be a creature that uses ranged items that is of apposing faction. Perhaps collecting their weapon may continue the quest. But more than likely, you'll have to figure out what items are used in the construction of the coldain crossbows and either present them to him in return for a bow, or get a key piece from the dwarf himself and make the bow yourself. There may also be some prequesting needing done in order to unlock his portion of teh quest. It's going to take alot of general chit chat with what would seem like unrelated npc's.
You know, it would be one thing if it was just NO RENT, which most people don't seem to notice, but even then, while you could use it, it would still be an awesome weapon. The thing that seems to escape people though is the fact that you CAN'T use it. Not, me, not you, no one. Notice that no races nor classes can use it it is just like an NPC enchanter's pet's weapon and shield, it is Race: NONE, and Class: NONE, which means no matter how much you try to equip it, no matter what race or class combination you are, you can't. So, if anyone was thinking about getting this item, go ahead, no one else will want it, because it is worthless.
Course, it could be for a quest, but then again it doesn't seem to be for a very widely known one if it is.
Has anyone ever tried to put these on a pet... seeing that they are also a primary weop wouldn't they hit with it but not shoot? Hell, if I had a pet I would at least attempt to give him what would be the best weopon in the game.
If you go to the arena in thrugadin, but take a left and go down that hall there is a LT. in with a bunch of archers, if you talk to him he starts a quest for a crossbow, unable to figure out how it goes yet though.
Absor posted today about a robe that drops in hate with no slot location associated with it. He said that the robe was only there to make those NPC's look like they re wearing robes. The best guess says that the same thing applies here.
Has anyone heard anything about Verant actually implementing this item? Sounds too good to be true...although in an earlier post by someone, they mentioned that the 'database' had the dam/delay switched (which would make much more sense).
Because if they were not planning on letting anyone use this item, they should have really messed with people's mind. I would have made the skill "Begging" and see if anyone was actually guilable enough to try and raise their begging skill so they could use.
All in all, I am going to have to assume that this will be put into game for us...It just seems to me that they put a lot of effort into something and Verant does not like wasting their time...OURS, YES...THEIRS, NO.
Some folks wiped out on their 8th ring quest and I snagged an archer after the rest of his buddies disappered (they despawn one at a time, thankfully the archers went last).
Something interesting--the archer didn't move from his spot from the war battle, even after I argoed him. He'd only shoot at me (or whack me) when I was within range. As a 53rd Ranger I didn't have shot at taking him down (these guys have INSANE HP and hit HARD (average bow shot was 80+, average melee hit 60+). So I dotted him with drones fer 15 minutes (spell range further out than his arrow range, and my bow & arrows were the exact same range as his) and did 1/6 of his overall hp.
Cleric friend came out and kept me healthy but had to duck out of the fight a LOT. Took another 45 minutes of a *lot* of celestial healings w/ drones between attacks to kill him. In retrospect, maybe we should have tried fearing him. Not terribly magic resistant, and since he couldn't move but wasn't offically rooted, it would have been free hits. *shrug* All I know is when he tried to run when he was almost dead, he didn't budge and I'm relatively sure I didn't snare him.
Dorf dropped two bows. Was estatic when I saw the damage/delay... saw the NO RENT but didn't care.. then started crying when I couldn't equip it =(
Oh well. Gonne keep one on a dueled body fer awhile. Maybe they will change something. Can you imagine a 30/15 with a trueshot /disc?

When Vellious first opened I attacked and killed one with a crossbow, it was 30/15 100 rng. this is true. But look at it more. it is NO RENT kinda worthless.

The stats on this are to great to be put in just on 'some guards' in Thurgandan, Velium Bolts as well, its BS. An item like this would not be put on a guard in a zone, more like Dragonloot or something from a hard Dungeon.

I've personally gotten one. Go into Thurgadin. As you are crossing the ice bridge that drops down into Icewell, look to your left. That entire row of dorf guards has these equiped. If you do a little bit of exploring, you can actually see these things equiped. You can also get obtain one by killing a guard. Caution though, as these guards were 100% resistant to every spell type I had as a shaman.

Anyone ever think about giving it to their pets? I don't know, call me crazy, but if I had a pet, I wouldn't mind giving it a 30/15 weapon, since not only can no PC use it, but its NO RENT. Perhaps?
This crossbow drops from the royal archers that spawn at the conclusion of the coldain insignia ring quest. It is no drop, no rent, none / none, and appears not to be live yet. I and some friends killed a royal archer after he ks'd the orc chieftain from my first attempt at the 8th ring. The royal archers have insane health, and shoot for 80 damage a shot.
All in all, it looks fun. Can't wait until they make them live.
they are live on fennin ro, some crackhead gave one to Rushka Deklamoore in EC tunnel, looked kinda neat. Verant is a bunch of gay little *****, they should make this like rnger/woodelf or something and drop off some ToV mob or sleeper's tomb mob that way it actualy has a pupose in the game
i was thinking earlier today about the whole archer thing and how EQ needs a crossbow like weapon that rangers and such can use for primary.. and here it is! one problem... no rent! bah! oh well still pretty tight
