The recipe for this is on eqtraders. Think ill go find the stuff and make some of these like the weight reduction better than the regular hand made backpacks
So I see it states that Gates is required. Does that mean just that Gates is required to make the thing, or do you need Gates to have it at all?
You can buy/trade for this even if you do not have GoD, as long as its droppable.
I do not know the rule on crafting, but if any parts required to make this are no drop then obviously you need to have GoD.

Tzsjynx is correct. You don't need the expansion to own this backpack.
It's "GoD required" because some, or all the components to make it come from the new zones. It looks like we don't have a recipe yet. When we do, we'll see if any of the ingredients are "no-drop".

Is this a craftable item or quest?
I would hope its crafted. They seem to have added a lot of WR packs latley.
