Ruins of Kunark
Foraged 9 of these in a couple hours at druid rings in dreadlands. Couples hours in Lceanium didn't get any.

FYI, since I checked here and found them useless, I've destroyed many stacks of them, only to discover that they have use in the recipe for purified water (with tablet and trackers water purifier). Found that on EQ traders and kicked myself hard. Typical scenario, aye?
Edit: I've now tried this out and can confirm it. Cheap purified water. You put in one of these, one water purification tablet (like 3 silver and change each, with crappy cha) into a trackers water purifier or whatever (which costs a little over a platinum, but you can use again and again)... and yield 3x Purified Water.
The only thing that really sucks is that the purification tablets don't stack and they're LORE, for whatever reason. So you gotta stand by the vendor doing combines and buying a new tablet each time. Either way its better than blowing a celestial essence and two water flasks to yield a single purified water. This way you get three per combine, at a small fraction of the cost.

with latest patch all items that could be used for tradeskills were thus labelled so...... but alas this poor foraged item did not recieve such a mark =( my guess is it is for one of the class specific quests out of cabillis....... will look further though of all the items in all my banks this one has prolly been there the longest

this is used in the Necro Renew Bones Spell quest out of W.Cabilis
My guess would be vendor bait. Unless there's a recipe that nobody knows about.
They would make great vendor bait except they won't buy 'em from you.
