It was formerly used in research, but there are no known recipes that use it now. /bug it in-game to get the tradeskills flag removed.

Sliver of Moonstone Sells for 3 plat 3 gold 3 silver 3 copper at vendor Sateal Deirosap in the bazaar (human Monk level 2 charisma 141).

Looted from Hynid Ravager in Vxed... Says common above, but I've only seen it drop once.

This dropped on Phinigel Autropos in Kedge Keep yesterday.
Looted one of these off of General V`ghera tonight, in Kithicor Forest, while working on my Rogue 1.0 epic. And, for those of you familiar with the epic, he did not drop the Cazic Quill. :(
