do tarnished weapons sell more to vendors than rusty ones?????
I have changed many from Rusty to Tarnished. All you get is an increase in skill at blacksmithing. Apparently the vendors think it is still a useless weapon. 
However, if you take your tarnished axe and add a flask of water, you get a small piece of ore and more smithing skill. This can be used for lots of other smithing things. 
May Tunare bless you with rain and darkness when you need it, and enemies when you are ready for them.
