Found it on EQtraders and didn't take much searching. Enforcer stone is used to make 'Justice Glaze' which is used to make Unfired Gavel of Justice. Hope this helps 8)

Which is used to make a Ceramic Gavel of Justice (https://everquest.allakhazam.com/db/item.html?item=17499). The focus effect is the kicker.
