i use these tomes to split mobs i distract one with the disk and throw axe at the other. it will pull only the one i throw the axe at.
the tomes are great for single pulling mobs. its essentually what seperates monks as the perfect pulling machines

I play three monks, but I also play a couple of bards. Monks are not perfect pulling machines. They are pretty good, but don't be misinformed. The game has changed a lot over the years and many more classes have tools for pulling. I am not saying this to flame you. These things are important to know, and the group may not want you to pull. That is okay, your DPS is great,AND in the event of a wipe, you can un-FD and pull your cleric merc out of your pocket and get everybody rezzed.
On the other hand, when splitting larger groups of mobs, use your phantom line in conjuction with your echo of misdirection (when you get it) to be able to pull your singles.

how do u use this skill? is it like pacificy? does it replace fd pulling or what?

it doesnt replace FD pulling, it is to be used in conjuction with FD pulling, for example, the mobs wont split, they run back at the same time..pop this off and the voila, you have one!
Just incase someone reads this looking for where to get the "Phantom" tomes -- the 4 pre-65 "Phantom" tomes (Zephyr, Wind, Echo, and Call) are bought in PoK and EC off of the same monk tomes merchant that sells the rest of the disciplines. I believe they added another tome merchant in Abysmal Sea for each class as well so now there are three locations to buy your tomes.
