Ok why do they give Research spells at a low level when you don't get Research till 16
So you will buy it from another player. Thus maintaining the monetary trading system.
I would imagine that when the spells were only available at certain levels, this one was available at level 16 thus they reasoned research. When they were divided up to provide new spells at all levels, it got shifted to level 14. My 2cp on your question.

This really took brains on SOE's part. They lowered both of the first research spells so you can use them before you can even train in research to be able to make them. What kind of sense does this make? You can't start researching until 16 yet you get these two spells at 14 and 15? Hello! Grrrrrrrr. And yet the trivs are too high on them anyway and you can't get skillups until 17. Makes no sense whatsoever.

I actually thought the same thing at first glance. However there is a deeper reason for their insanity. A method to their madness so to speak....
SOE did this primarily because it gives those that are going to practice and train in research, the ability to create these spells for lower level casters since they cannot make the spells for themselves at these levels. You are able to practice your skill on actual spells. The successful result of a combine that yeilds this spell will almost certainly sell for a small profit, which will pay for most of the purchased components required.

The flaw in your logic though is that there wouldn't be anyone regularly researching this spell, or any other low level research-only for that matter. They'd research this one strictly to train research, and obviously to scribe it themselves. And by them I mean, level 16 wizards. So yeah...you could buy it. =) But its a crapshoot at best. A better bet would be to hire a higher level wizzie to do the combine. Provide the pieces and a small tip. =)
Also, low level research-only spells don't tend to make a large profit at all when sold in small numbers, with a few exceptions. Generally it's just the extras produced from research training that get sold off in the bazaar.
As for SOE, I think its more likely this was merely an oversight so small they don't care (a very common attitude at SOE I'm sure you're aware). They made the spell-level changes and deemed this error too trivial to be an issue.
Again though, I like your explanation hehe. =) I would love to believe that SOE has someone like that thinking things through that thoroughly.

You can buy a lexicon from some wizard npc merchants such as the one in Ak'Anon close to the Wizzy GM there.Maybe ask on the main forum for more detailed info than I can offer.Hope this helps.

i have the runes they dont stack and dont combine . what am i doing wrong.
guess it just not a spell if it is the runes of the same name that dont stack but they wont make the spell just tryed. on my 57 wizz.

Does anyone know where the rune of Fulgration for this spell drops please?
I have managed to find several runes of Periphery in East Karana.
I did manage to get a rune of fulgration of a Kodiak in West Commonlands, but assume it is for another spell, as it would not combine for me.
I tried to use identify as suggested, but didn't seem to do anything, is there a trick to it?

where do the runes dropp?

I just went and got a Lexicon & the two runes mentioned below but when trying to combine them in it the message is you cannot combine these in this container, So what's wrong? My research skill is 16 so maybe is that why I'm too low in that to make it happen?

There are two different "Runes of Fulguration". One will combine, the other will give you the message you saw. If you cast identify on each they give the same Lore information as well. You can tell the difference by trying to stack them, as they will not stack with each other, if that is of any help.
