Willia does spawn in the hall of truth jail cell at bottom of building just like jimshelby said two hit kill at 65.

I decided to check out the sewers before handing in the tokens. Couldnt find a canoe, at least not in the first few rooms, so decided to look for guard back in Hall of Truth. Didnt find em. Went ahead and gave tokens to the guy and the message had been changed to "search this building". I hit the cells again and he was in the ones to the west. 2 swings at lvl 52 and poof I was done.

cant find where this one spawns in the new freeport can anyone help me ready to do turn in

Guard Willa pops in the jail cells downstairs in the Hall of Truth. We found him in the second cell, but have a ranger track for you. If you jump off the bridge and turn left follow the hallway to the basement and find the jail cells. Know your route from where Merko is to the jail cells before you do the turn in. The ranger rooted Guard Willa and after I hailed him, we killed him and got the Token of Truth. Also Brother Hayle is in South Karana at Location -1503.15, 2249.53, 642. He has four gnoll guards around him. Make sure you con warmly to him before you do the turn in.

Thank goodness, we dont have to go into Split Paw for the hand in. Before I discovered Brother Hayle in South Karana, I almost bit it in Split Paw, they hit hard. LOL

Where does she spawn? In the sewer caves by the Hall of Truth?
