This -does- hit for 850ish max, but only double hits, no quad. Fully slowable, piece of cake to duo with a shaman, just remember to be under belly for spell casts. AND important; it will -only- spawn if you say the words between 6pm and 8pm. If it doesnt spawn at 6pm then just continue to spam for a while, I got mine at 7pm. Be close to the "sculpture thing" Can do all of the monk epic up to 7th hammer with only a shaman partner.

The statement about it spawning only between 6-8PM time is not true... I got it to spawn at 5AM after spamming the area for 6-7mins. If finally spawned when I said the sentence close to the little statue/building or w/e
heres the run down

i had 8 for this fight
cleric, dru, wiz, monk, monk, bst, bst, enc

to get here, port to CS, run to SG, succor, and zone into WW. once in WW head to the north west corner. the loc is pos 3300, pos 2800. you will get an emote from a soft voice telling you to prove yourself... this lets you know he is up and you can fight him. getting him to spawn is rather difficult. i made a hot key with 2 lines, first was "/say i wish to prove myself to the order". second was "/say i seek to prove myself to the order"... it prolly took me around 10 min of spamming to get him to spawn... quite frustrating. there is a little "sculpture" thing near the loc, i was was just NE of it when the dragon popped.
was told he doubles for 850 max, though i never got hit for more than 608. we had no tank, so i took care of that, had somewhere around 8.5k hp, more than enough. his ae is cold based and pretty easy to resist or partial resist. like many (if not all) velious dragons, he is a belly caster and you must be in melee range or he will resist everytime. once we figured that out, it was tremendously easy. he doesnt enrage, he doesnt rampage, he doesnt fury, he doesnt run... just about as straight forward as possible. easily a 1 group encounter.
btw, he is level 70, not 65 as listed.
