A light blue line now appears on the compass during proper task stage when in Skyfire Mountains directing you to this NPC. Appearantly RiannanMoon is joined by the SOE staff in thinking this NPC was too hard to find.

She is standing on the dragon platform to the left as you exit the OT zone. Her loc is neg 2218, neg 3616.
Normally I would not post such a huge spoiler, but expecting non-tracking classes to schlep through Skyfire to look for an NPC on what is supposed to be a soloable task is pretty ridiculous.
