As a level 14 Drakkin Enchanter, I went into the guild and she gave me the, "I won't sell to your ilk" line even though I had the human disguise on. So I went outside and cast Alliance on a guard and went back inside and sure enough, Lasiris Oncre was willing to sell to me.
Short Version: Use human illusion and cast Alliance on a guard in order to buy from this merchant.
And actually, just tested, you don't even need human illusion. You can be in Drakkin form and buy from her if you used Alliance on the guards.

Don't bother trying here if your drakin, she doesn't "speak to your ILK much less sell to them"

The npc is gone there is a little square there where they are suppose to be :(

Step on the Teleporter which extends out over the water in the Aca. of Arcane Science and it will teleport you upstairs where you will find everyone, including Lasiris.

Anyone have a loc or better description of where this guy is at? I've searched Freeport and have not found him. Looked top to bottom in the Enc guild in Freeport... still no luck. Any assistance with would be greatly appercaited.

She is located in the academy of arcane science. Go down the stairs and its the first npc at the bottom of the stairs. Location: 107, -767, -23
