When you click the Collapsed Chronal Transmutation Device, you get a Chronal Transmutation Device - Put (as stated by LarryAllen) in 9 Cosgrove Powder and 1 Chronal Resonance Dust, hit combine and receive 8 Chronal Resonance Dust - The Chronal Transmutation Device disappears (not the collapsed one) and there is no trivial so must be no fail.

To make this work you need to put in 9 Cosgrove Poweder and 1 Chronal Resonance Dust; once you hit combine you will get 8 Chronal Resonance Dust.
