Once again we have an item that theoretically cannot work. The first effect is based on an alcohol tolerance of 500 and the second on alcohol tolerance of 1000, because alcohol tolerance is capped at 450 for a toon you will get drunk every time (95% anyway).
if you think about it, there are worse things than getting drunk. Yes, it will make you look like an idiot, but if you have no need to talk much in a group and dont cast this is actually really nice. I keep a couple on my bard for when I am grouped with friends and dont need to worry about what my group mates think about their puller being drunk on the job. The 30 extra mana a tick or extra heals when I get smacked is nice. Its not exactly a game changer but its a little extra help, and makes for something amusing to talk about in group.

So I take it they are going to upgrade the Skill Sets of all the characters or is making this item a waste of time?
