I believe you need all of Tower. If you have Edge of Discord and missed even one it won't be available. I've done all but Sacrifice and Mini and it's not available.

I can confirm that you DONT need void F or G. I just gimp added my baby mage to our expedition (DZ).
She is void A even after having all the lock out for tower (all the events). Wasn't available after first 2 events.
She can purchase it now with all the lock outs (still void A).
Reward most likely to last event (Edge of Discord).
