they got 20 AC and can be used by shadowknights too and Size is Large

Can only dwarves make these?
Yup only dwarves can make this, and only in kaladim stormguard forge can this be made.

I had saved up 3k for a pair of Engraved Royal Velium Greaves, but swiftly changed my mind when I found those today in the Bazaar for just 1500pp (Terris Thule).
The Dwarven BP + Legs are dark brown plate, and look pretty nifty with dark blue Cobalt Vambraces & Boots on my Halfling Warrior. The Cobalt Vambraces give you big 'shoulder pads', even though they're not on the Shoulder slot.

Ac did increase. I bought a pair of these yesterday and they were 20ac. Good stats for 2kpp.
These have increased to 20ac, both the imbued and enchanted.
