Pretty interesting item, it shots you upward and you end up in front of the Ak'anon entrance in Steamfont, it’s a safe spot for those KoS in that city. It can only be used outdoors, though. I tried it in CR and I got stuck in the ceiling above =D. 30 minute delay and can be combined with Gnomish Escape Rocket Fuel to be recharged.

How many fuels does it take to recharge? Can non-gnomes recharge it in a Recharging Kit?

I just double checked. Only one unit of fuel is needed to charge it, also, it can be recharged by non-gnomes in a Recharging Kit.
