If you do not scribe the scroll from "a cultural historian" in PoK before combining, you will get a message that "the recipe seems correct, but maybe you need to learn something more first" or something like this. So in Plane of Knowledge, use FIND button (the guys are off the Library) to get to cultural historian, buy scroll, read it, scribe it, viola. I searched high and low for this information, I hope it helps.
