if you are doing this on FV for the hero's journey achievement the urn is tradable and will complete the achievement without having to do any of the tasks. none of the tasks are required for any other hero's journey achievmenet, so if you buy/borrow the urn from the someone you can save yourself a lot of time
To recharge it, simply hand it to Head Attendant Haestus in Katta (top of Pyramid).
Looks like someone posted the recharge info with the quest.

Tsaph Katta is a sleeping mob in katta. Look like it maybe related
He's not sleeping. He's in prologned Stasis, because he was poisoned by Seru and the combine did not have a cure, so rather than let Tsaph die they put him in stasis until a cure could be found.

Can you recharge this or is it justr a huge waste of time?
1st off its probably not and 2nd Its not a waste of time, this is obviously a part for some quest or progression noone has figured out yet, EQ may be ******** but i mean the item has the emperors name in it its most likely a turn in item
