I sat in East Karana to forage for tea leaves. 4+ hours later i found 1. Anybody got a loc were theres a more common forage on these. my skill is lvl 50.
For zone-specific items (i.e., Tea Leaves) your forage skill needs to be at least 100. That might be why you're not getting any. A pretty complete list of zone-specific foraged items can be found here.
I take that back... Today I was in EK just messing around and at 19th with a skill of 72 I found a Tea Leaf so I don't know what the deal is. /shrug

I routinely sell tea leaves for 250p/stack on the 7th Hammer server. They can be foraged in East Karana, which is also an excellent zone for hunting silk.
These are used in making a miraculous drink. Quenos Afternoon Tea. If it is eligiable for automatic drinking (highest slot) it will add +5 dex, +5 wis +5 int and +5 agi. The recipe includes Tealeaves, cream, water, eucalyptus, celestial essence, and Bayles delight. I believe it is trivial at 226 brewing.
