They need to make Blacksmithing a little more profitable or, make player made items a bit better. But I understand the argument that they don't want a "player made" twink. ie: someone making "great" things for twinks. What are the items needed to combine to make this?

Umm.... yeah.... we don't want PCs able to blow their coin, get a skill up and give nice weapons/armor to their twinks. Its Much better to have them go and camp for all the stuff, that way others that are trying to get decent stuff for themselves will just have to wait... Hmm... Don't know if I aggree with ya there.
