Once you have finished the seal pattern quest there is more to do. In order to make seals, you have to have bought and memmed the books from the cultural vendor up by POK library doors. For example, there are 2 books that must be read to make soloist seals. If you haven't read the correct book for the seal you are attempting, you will get the message on combine saying you need to "learn" more.
