Loc is +1345, +2027, at the tip top of the peak as others have said.

The grey ice is found in FM and is a ground spawn on top of the mountain behind the Giant fort

I believe we're talking about the same spot, but I found this on the apex of the highest peak in FM. If you run straight out from the OT zone and bear slightly right you will see the peak. Obviously, the best method to reach it is with SOW, Levitation, and Camouflage/Invisibility. I do not know what the spawn time or rate is for this item. It appears as a small bag on the peak.
