I don't know if it matters where in zone you forage. With that said, I never got one until I was on the far east side of zone by the barren zone line. So I ran around trying different parts of the zone. It is probably just luck, but I was foraging the nuts much faster at the east end of the river. I needed to forage a total of 40. A boring task, so I sat at my computer while watching a movie on the TV. Before the movie I got about 13 and got the rest during the 2 hour movie when I moved to the very end of the river. My forage skill was capped at 135 before I started, so the increased rate was not from that, but probably just luck.
Forages and fishing are per zone. They are not divided into sections of zones.

I've just spent 30+ minutes there foraging got limes and coconuts along with your normal vegetables fruits etc... no Caynar Nuts. Second forage back in Tox got a bag finally.

Please take Barren Coast off the forage list for Bag of Caynar Nuts, they do not forage there. They are only foraged in Toxxulia Forest, which is what OP meant.
Used in recipes Caynar Nut Brown Ale (yield 2) and Caynar Nut Stuffed Trout (yield 2).

Caymar Nuts are foraged from Toxx forest
