Only a Forager class can get that, by fishing or foraging but he needs to have Forage :)

Blah, garbage. They just like teasing me, making me think I can fish this, and than making Forage a pre-req anyway. Well, I'm gonna test it out too just incase.

Ummm, he said "only fished if you have foraging as a skill", ie, if im a necro, and can`t forage, then i wont get any from fishing, tho I am about to test this theory...

<wonders about the comprehension ability of some people>
