You can do this quest even if you're KoS with NPCs on VS faction. The dark elf female for this turn in, Osvima K'Matim and the ogre next to her are indifferent. There are 2 gargoyles to her right out of line of sight but they shouldn't aggro on turn in. Just invis to her and gate out after the turn in.

No, this quest has been around since they revamped droga/nurga, a few months ago. Old zones don't always mean old content.
Like those nice Copper hammers of striking and the swords of the bloodsworn. Drop in Droga. Have they been there since Kunark came out, undiscovered? Nope. they were added in the zone revamp.
